A TaskBarTender can be placed anywhere on your screen and they will remember where they have been put.

Most look best sitting on the taskbar and some are sizeable using the tray icon right click

They are mostly animated but to only a small degree so that they are not distracting. They're just "friends". The usual animation is an optional pair of eyes which follow you around the screen.

Some of them are associated with screensavers and so remind you of that screensaver.
